Loser Leaves questions

Took a bit of time away from the game, and getting back into it lately.

The Loser Leaves card is new to me. I see that it says the loser will be sent to a rival fed for a year.

My questions: Do you get to pick which fed? Do you need available slots to send them away? And do they have a chance to earn a skill point like when you send them away manually?

I have the same questions as I have never found to much value in the card and haven’t gotten it yet but from assumptions here are my answers.

Pick Promotion No

Get a skill point yes but probably with an increased chance

Need send away slots No because it’s something guaranteed.
