Outside of sending individuals to the other Feds, is there a way to make individual wrestlers inactive? I'm by no means advanced nor do I have all the wrestlers, but I'm finding it hard in my 2nd play through to find enough matches for my roster. Outside of paying 100K to open up spots in the other Feds, is there a way to make wrestlers inactive?

You can use the favorite system (the hearts) to filter wrestlers. I like having a set roster limit myself and always do this. I give every wrestler I want to include on my roster a pink heart. You have to go onto the Settings screen (the gear in the corner) to choose the default display. So, for me, by making my default only pink heart favorites, when I go to book my show, it will only show me the wrestlers I’ve marked.
