I've made it to year 3 with no mention of a draft yet.

I've read on here that the draft happens with new game plus. But here's some questions for people that have played multiple years. Does the draft happen every year? Does the roster reset back every year? Any details would be appreciated

The draft happens once every 20 years if play and any cards that you buy after the draft will automatically go into your roster.
