He's still a "Goodfella" but he looks like Dick Tracy...ironic? Or done metaphorically just because he was supposed to look like the 20s Comic Mob Fighter on purpose and show that a modern day made man can get away with a yellow trenchcoat too?

I've honestly never given it any thought. In today's DC comics, the character Black Mask wears a really slick, white suit with pinstripes. Very stylish. But back in the 80s, he wore an outrageously loud orange suit. It kind of caught me off guard when I finally read his origin story, because I've always associated the character with very high dollar elegant suits. And the same thing happened when I saw Charlie's yellow alternate

Honestly it just hit me out of nowhere when I was looking at it, remembering the hype up for the Warren Beatty "Dick Tracy" movie, and how everything was being promoted by McDonalds, Theaters, etc. Main Places anyone went were covered in yellow or having yellow trenchcoats and Tommyguns or bullet holes promoting it.
