Jacques Rougeau Jr. for sure. The Fabulous Rougeau Brothers and The Mounties were great tag teams. He was very athletic and could also play a character well.

Stevie Richards, the guy could talk and could go really well in the ring when they would let him (not Benoit good, but better than a lot of guys who got longer pushes) One of the best answers on here man This is a legit underrated performer who did his role as the sidekick better than anybody.. his run with bwo was insane and one of the most memorable gimmicks of the 90s

Can't help but notice that no one brought up willam regal or Shelton Benjamin Shelton Benjamin has been given multiple platforms and multiple highlights in career to look back on and he’s still employed Same with regal... anyone who thinks regal is underrated is just being silly. KOTR winner. Tag team champ. Commissioner all that.. he’s gotten plenty of recognition

Disco Inferno and "The Cat" Ernest Williams? Disco Inferno is a great pick, he could work and he got everything he did over. D'Lo Brown is the most underrated of all time though.
