I think there are 6 in the first wave, and two which comes exclusively with the ring: Terror Claws Triple H and John Cena.
Honestly, I see Ultimate Warrior as more of being the "He-Man" of the line than Cena. 3H makes for an ok Skeletor standin, but his carded figure makes him look like Shao Kaun.

A buddy of mine sent me a picture of one of the playsets he found in a store and wanted to know if this was tied to some kind of storyline on TV or if this was a weird knockoff toy. I informed him that it was neither, and rather it was some kind of bizarre mash-up of properties.

I can see Too Bad redone as a tag team in one man gimmick.
Like Million Dollar Swartz (Ted DeBiasie/I R.S.), The Foundation (Brett "The Hitman" Heart, and "The Anvil" NiHeart), etc.
