Does the store completely refresh each time?
And if you don’t buy anything at the time, would it still refresh completely?
I’m trying to get the Commish and Pipe Bomb cards, but Reaver and Domingo keep popping up, despite my not choosing either.

The first two slots in the store are always wrestlers. When you buy them all, there's just a 'congrats' card in both slots.

Yes they will refresh every 12 hours. Or you can make the store refresh with a token

One other question. Who is Monarch? He’s the last member of the Guild that I need and he’s listed as an alternate gimmick, but I can’t figure out who his original card is.

Monarch is the alt of Chrysalis, one of the ladies from the most recent update.

She's still in the Early Access part of the shop, along with the other ladies who were added in the last update.
They're more expensive than normal while they're in Early Access, but if you don't want to pay the higher price, you can wait until they enter the normal shop at the next game update at the end of the month.

The more cards you own, the more likely the rarer cards appear in the shop.
So as annoying as it may be to see openers pop up all the time, when there's no more of them left you'll start to see higher value cards appear more often.
