When sober, Jake the Snake was incredible. In a time of muscle bound meatheads screaming incoherently, Jake could captivate us without raising his voice much above a whisper.
Piper was tremendous as well. Dusty connected with the audience better than anyone else in history. The Rock has the most charisma I’ve ever seen. Flair created the best arrogant heel character ever (mainly because he lived it). Warrior could ramble on for three minutes about Ho Kogan’s plane crashing and it was still so bad it was good because he believed it. And Raven and Foley were horribly underrated due to their hardcore style and lack of exposure of their early work. And Heyman is the best today because everything he talks about seems like the biggest deal ever.

If I was to create a Mount Rushmore for promos (wrestlers only), it would be Roberts, Piper, Dusty, Flair. Savage was also super solid, but these four were not only "out there", but always got the match over. Sometimes Savage/Warrior and guys like that would be over-the-top and crazy, but not actually say something relevant/good. Those four always did.

Agreed. Most of The Rock's promos were just him going through his checklist of catchphrases. That first year of his heel run is probably where he actually did his best promos because he hadn't been reduced to that yet. It's funny that The Rock ultimately became what Nation of Domination heel Rock didn't want to be. If I was given the task to make a masterclass on the art of the promo, he wouldn't make it into my curriculum.

Absolutely no chance is Rock in the top five, let alone at the top.

well I guess that depends on your personal tastes.
Obviously Savage is near the top if not the top promo. Hogan had some memorable promos. Flair's good but I think is a tad overrated. Jake the Snake's style set him apart which I think enhances his mic skill ability. Dusty Rhodes.......his seemed real and he could connect with the fans like no one else.
Some others who always seem to get left out......Mick Foley but mainly from his ECW and early WWF run. Terry Funk when he didnt go to over the top. The Road Warriors for what they were.......2 bodybuilding brawlers.....could cut an above average promo. Piper was okay he was definitely a talker there's just something about his promos that were a little off.
As far as managers, Paul Heyman of course. Bobby Heenan. Jim Cornette but his mic work out of the ring is so much more entertaining.
You guys are being a little hard on The Rock, too. I'll admit pretty much every promo except 2 or 3 are exactly the same. But the combination of charisma, delivery, humor, intensity and how comfortable he was, he's got to be the best mic worker of the past 25 years.
Here are some guys who people say are great but I just don't see it. CM Punk...just no. Chris Jericho.....always seemed like a Rock wannabe to me. Stone Cold Steve Austin.......decent just not god level like some people think. Ultimate Warrior........30 years ago I might have thought he was good. Those promos didnt age well.
There's probably more that i'm forgetting......

One of my all time favorites who doesn't get enough notice was Arn Anderson. To me he was the mid card Dusty Rhodes. He could connect with the common man and made me think wow, he's just like me. Not fancy, not flashy just to the point.
Jake "The Snake" Roberts will always be the best to me, always had me paying attention, and never raised his voice.
