I’m in 1981 on my second play through, and I’ve got about 3 face legendarys, in the 80s are there any heel legendarys at all?

The Only heel legends that I know of are Blockbuster Brogan and Mr. Fantasy, which is honestly kind of a shame as others have pointed out.
I'd honestly say that Pierre the Enormous could easily be a heel legend, as could Jet Set Strutter, but I understand that the 80's was the golden age of babyfaces at the same time. Plus both of those guys have face variations that come into play fairly early anyway.
If we were to add one, would love to see a Legendary Harley Race, or perhaps a Jerry Lawler. 80's only of course, and then you could have the Lawler card become a segment in the 90's or even a manager.

It would be nice if both Valedictorian and Jet Set Strutter cards from the 80's where legendary and both had 10 year spans would make bookings a lot more flexible

It's just a guess, but I think it's this way to reflect merchandising. Traditionally, heels didn't sell nearly as much merch, because they were the bad guys. As far as I can tell the only real distinction between legendary and main even in this game is the initial cost and value of merchandise. After all Main Event Bad Jet Set Strutter is better than Legendary Good JSS. If you take a look, there's significantly more main even heels than faces as well, so I consider ME and Leg. two sides of the same coin.
The two heel legendaries out there are special cases. Dude of course being a parody of the most famous wrestler of all the 80s and 90s who helped ship a ton of merch and helped make bad guys cool in the 90s, and Mr. Fantasy a parody of the man who started the wildest era of wrestling ever when he went from simple promoter/commentator to larger than life evil boss.

Honestly, the "legendary"/"main event" rankings don't really matter. All comes down to flavour text. Remember, Jupiter is considered a main event person.

I realize that Jupiter is Zeus (Dee-Bo) from No Holds Barred... but I like to think of him as Virgil with the Million Dollar Man. This really works when you look at the Team Hired Muscle. Stats definitely reflect Virgil.

Ironically Lawler was only ever a heel outside of Memphis. The bulk of his career was holding down the Memphis territory as the babiest baby face ever. Pretty sure he was always a heel in WWF and should be considered a legend though. IDK though, I think Mr. Perfect, Iron Sheik, Freddie Blassie, Ric Flair, Mr. Fuji, Bobby Heenan, Nikolai Volkoff, Killer Kowalski, and Don Muraco are all Legendary heels in my book.
