So I am sure there are many people with different buying strategies.
I tend to only buy guys who I feel like A) I would enjoy watching and B) that I can fit into my "storylines." I have largely given up on midcarders, because my midcard is already so full... I'm actively hunting out a few more openers, because my opener ranks need a few more good guys... and I am sitting here staring at a Main Event level Buzzsaw and thinking that I WON'T buy him, because I don't think the Ultimate Warrior fits with a fed where I have a lot of "rassler" types, and they are the guys I lean on the most.
Oh, and money. I've already spent too much:)
So... what are your general principles when it comes to buying?

I don't think about story when I buy cards. I buy what I can afford first. Then, if there is something I want and can afford second.
I think once I get some decent merchandise, and get a good cash flow going, then I'll care about expanding the cards, merchandise table, and getting more legendary and main event wrestlers.

I buy pretty much everything. The only cards I don’t have are some manager cards, since most of them are heel and I can only use so many on a given show anyway. There are some foil cards I’ve held off on, too. With the new exclusive store I’ve taken the approach of waiting for those cards to go into the general store before I buy them. I think the Gage cards were $200k each in the Exclusive store, and once they dropped in the normal store they were super cheap.

I try to buy all the base wrestler cards I come across, but only buy foils for the people I plan on using. I haven't bought a lot of managers yet, but that might change after the february update.

My strategy had been buying the lowest/cheapest cards based on available tag teams and feuds until I owned them all. I didn’t bother with foils until teams and feuds were made available with them. Now I just have Main Event/Legendary foils left, and I’m following kind of the same strategy for which ones I buy.

For free to play, my strategy is to buy wrestlers of high quality (like Soul Daddy or He-Beast the Barbarian) or wrestlers that can complete tag teams I have for my tag team division.

Whatever I can, but I’m currently focusing on expanding my merch table and match card. But getting cards that I want or need in the meantime

If a guy can fit into a storyline for my fed, I’ll grab him. Otherwise I pass due to budget constraints.

I focused on filling out the normal rosters, ignoring foils. I tended to pick people that would fit my current era, or people that I liked in other eras. I waited a long time to get Screwjob!, Hulk Up, Crooked Ref, Shoot!, Cheap Heat and Cheat Pop.

Anything except foils. I'm saving foils for last. I had to start buying foils so some of the higher end cards would start showing up. I now have foils for all jobbers and openers and most midcarders.

I’ll buy at least one card every time the store refreshes (often more). I want to collect all cards. At the same time though I only purchase tokens roughly twice a month (pay day) and typically spend minimal.
Here’s the basic criteria I look at when determine what to buy. I don’t follow these strictly, and it don’t need to meet all criteria. But at least one of the following.
1. Skill -I want at the very least a cap at 12 on skill for the chance of higher rated matches.
2. Push - I look for a cap of 40 on push.
3. Foils - I’ll take any foil.
4. Completions/Unlocks - If it unlocks a feud and/or tag team I have.
5. Support Cards - The only time I buy a support is if there’s nothing I want wrestler wise, or if it can give me a +5 or better somewhere.
But I’ve also got a ton of cards right now. When Infirst started I bought based off of filling a roster with little regard for stats. Trying to balance face/heel and card placement.
