You go to the back of the card you want to promote and hit promote

In the forums, you rank up by just posting. In the game, it's basically what Pierre just said. However, it does cost a token to do, and it may impact the card in other ways if you are not careful. (It's actually possible for you to promote a wrestler and for his status to demote, like in the case of Flawless One several months ago.)

As someone that has never used this feature, I just assume you’re paying to change their status, like from Main Eventer to Legendary. Is it one set price for any level, or is it less to change a Jobber to Opener?

To be clear about Promote/Demote buttons, and you see this text clearly displayed in the popup when pressing either button, what you're doing is either adding 3 to PUSH rating or subtracting 3 from PUSH rating. Effectively, using Promote WILL substantially increase the odds that the wrestler will win more often than they did previously. Demote WILL cause them to lose more often than they did previously. The wrestler STATUS (Opener, MidCard, Main Event, etc) is merely a sorting tag for your wrestlers, and is determined BASED on the PUSH rating, however STARTING POINT STATUSES are often times unique. (For example, Dr. B has a PUSH more associated with UpperMidCard yet his Status is a Main Eventer). And to be clear the following statement is inaccurate: (It's actually possible for you to promote a wrestler and for his status to demote, like in the case of Flawless One several months ago.) It is no longer possible for you to use the PROMOTE button to raise a wrestlers PUSH and simultaneously have their Status Demote. We've corrected things so this will never happen in the odd instance that it did.

Is it possible for a wrestler’s status to change (in the direction of a push or naturally?) I’ve never seen this happen before, or at least haven’t noticed it happen.

It is possible for a wrestler's status to change but only if you promote or demote them. I had a time in 90s Extreme where I pushed Keith Blood and he became a Mid-Card wrestler (to be honest, I do like Keith Blood).
