When you already have the merch card of one card then buy the foil version. What do you get for maxing out the foil version? Like does it give a small increase of money to the merch or does nothing happen?

I can confirm this, as I have maxed out some foils when doing grinds. You get.... absolutely nothing at all. Not even a foil merch worth double the value. Seriously, that sounds like a wicked idea now.

Foil merch would be amazing. I'd also love to have really crappy merch cards for the Local Talents, like a poster drawn with crayons or a shirt that has their (misspelled) name written on it in marker. They could have a value of about $5

You pay for someone to do art, and for the guys to do the programming for it (easy) for something that will never be used and won’t add a buy. It’s a fun idea, but...

When you get to a certain point in the game the merch for openers is also barely used.
The merch wouldn't be added to make money, but to incentivize players to use the Local Talents as well. It would also give the completionists among us some more cards to collect.
And as for the artwork: Just have someone's kid draw it. I'd love it if the artwork for these cards was extremely crappy to emphasize that the Local Talents are the bottom of the barrel when it comes to pro-wrestling.

Are there edge and Christian parodies in the game? Not yet but if the 2000s edition comes out I'd expect them to show up.. possibly stemming from the Grunge Brothers.....you might get The Hardy's out of the Gage Guys....and the Dudleyz outta the Mullet Cousins.
