These can be minor changes (cosmetic, more/less active years, character deserves an alt) to major changes (stat boosts/reductions, higher/lower statuses, change style/remove styles).
Dangerzone could definitely fit as Guile, or even an XCOM reference, in the 90's. Remove Freedom Fighter. One-point weaker than Hammerhead, and the design doesn't look too good in my opinion. Extend all the current in-game female wrestlers' Active Years to 1999. I feel that the female wrestlers deserve more attention, especially towards the end of the game, since many of them vanish by the early-to-mid 90's. Remove Pelvis Las Vegas, or make it so Pelvis Pressly is only from 80-84. I would only keep one version of Moon Man, preferably the Specimen version. Move Skelescreem up to Midcard or even Upper Midcard. He's too good for being an Opener. Give Jupiter better stats for 85-90, but bring him down to his current stats through the 1990's and to Upper Midcard status. Increase Michael T. Wolf's Back to the Future alt's Skill by 1 point. Give Overload a 90's alt, to match Earthquake's time in WCW as Avalanche and The Shark. Drop Power Racer's pop by 1 point. Doesn't feel right that he's a little popular than Power Boy. Drop Red Pirate Rogers down to Opener. Move RoboElectro 2000 to a later starting year in the 80's. Keep 90's Annihilator as an Upper Midcard. Bump Trixie up to Midcard. Buff Troglo. Please just buff Troglo.

You can easily promote or demote cards to make them the rank you want them to be. That being said I do agree with your point about Moon Man: keep the one who's in a tag team and ditch the other one.

Definitely Skelescreem, Skullgore was one of my most used cards in the 80s but I hardly use the 90s one, just not feeling it with him.

I love the Dangerzone/Guile comparison. Would love to see something done with that.
And I’m also not a big fan of Pelvis or Red Pirate, so anything that makes them less significant (or gives them a makeover) would be cool with me.

I want something to differentiate Mark and Mike Bugg. Give one of them an ALT, make them a heavyweight or alter their available years. Every single card has a personality of its own, but the Insectoids seem like two copies of the same card.

I get that, but in my opinion it limits them in-game.
- Knowing that Chet Skye eventually turns into HFK influences how I book him in the 80s.
- The Van Winkles all look very similar, but the fact that one of them is a cruiserweight and that Damon isn't part of the regular tag team makes me book them all differently.
Right now I only use the Insectoids when I need someone to take a loss in tag team competition. If one of them were to turn into a Cell (DBZ) homage for example I would use them a lot more.

One of them become "Perfect", and the other "Imperfect"? They reminds me a bit more of Sabamen or Cell-lings than Cell himself.

Maybe they could tweak the art a little..
Neither Blair or Brunzell went on to a major push...but perhaps one of them could evolve into Black Kame Rider or something?

But beyond Rad Racer becoming a Karmen Rider reference in Power Racer, and ONLY because one of the Karmen Rider shows was "ranger" up as Masked Rider for one season and both used bikes (motorcycle for Karmen, Rad uses a dirt bike), nothing much. Now if the Buggs become Huge Rad Buggieborgs (Big Bad Beatleborgs)... ...just as long as Pelvises Pressley doesn't become Flabber...
