For me it's always going to be WWF no mercy for the N64 you can do a lot with it and get a pretty close approximation of your wrestler at least as far as moves go. look wise you might have to compromise on a thing or two but you can usually get pretty close.
And I know that the raw versus smackdown games and the WWE 2K series I know they all did wonderful things in terms of customization but that comes to the cost of complexity and taking a lot more time at them to work with layers and and tiny adjustments. no I won't deny that is CAW made in these more modern games looks a lot better and looks a lot closer to what you want especially if you're trying to create a classic character but I kind of like a trade-off between speed simplicity and approximation.

Yes if you have the paid version and can change any wrestler you want. Or use mods.

His old game "Wrestling Mpire Remix" was the best. I remember just using MS Paint and editing stuff.

Fire Pro Wrestling World, but for WWE games then personally will say Smackdown Shut Your Mouth. Custom taunts, victories, etc.
