The name the Mullet Cousins might take some inspiration from The Mulkey Brothers, a jobber tag team that developed a cult following in the Mid Atlantic territory.
Def Row (2Zap and Notorious BB) while playing on the names of real rappers of the time is just as much a nod to The Gangstas, New Jack and Mustafa.

I've seen most of the wrestlers listed here... but I haven't seen any of the extras. Honest Al is Mean Gene and it just occurred to me that Rex Spectrum is Max Headroom.

Yes Honest Al is Mean Gene AND Super Mario (check out the cap) The commissioners are Mr.Greenhorn which I believe is Vince McMahon from way back in the day when he first started out with the WWF. Mr. Codger is Ronald Reagan and Mr. Fantasy is Mr. Rourke from the old TV show Fantasy Island. Oddly enough, Mr. Fantasy morphs into Vince McMahon in the 90s as Mr. Fantasy is given a wrestler card and is for all intents and purposes the Mr. McMahon character. There was also a Mr. Golden that was based on Donald Trump but it seems like it was for the older versions of the game as he's nowhere to be found on Returns. There's also nods to pop culture in the Skits department. Shock Jock is supposed to be Howard Stern. There's another called Terry Summers or something which is a play on Jerry Springer. The Teletubbies and Pee Wee Herman are also parodied.

Personally I think the Mullets are an homage to the Goodwins.

you sure about the first two I see Neon Express as more a cross between R'n'R Express and The Rockers The thing that would lead me more to The Rockers rather than R&R Express would be that in 1991, Chet Skye becomes HFK, teams with Big Rig, and he and Wild start a rivalry. But the R&R Express and Rockers gimmicks are almost identical, so I could totally see where you were going— and the beautiful thing is that everyone is entitled to see exactly who they want to see.
